Description

Shadow links support Cloud Topics starting in Redpanda v26.2. This updates the Cloud Topics limitations partial so the "shadow links do not support Cloud Topics" limitation is scoped to versions earlier than 26.2, following the repo's existing version-scoped wording convention.

The version scoping already implies the limitation is lifted in v26.2,
so drop the redundant second sentence.
